No.
If you hold the shift key when launching Safari, no site is loaded and clearing the browser cache removes all cookies. Otherwise, all cookies will be cleared, and only those for the current site displayed in the browser will then be reset by that site. That is your retention model.
Take cursor on top menu bar > History > Hold option key > clear history and keep web site data .

It would be great if Mac users could flag specific web site cookies/data that would be retained when performing a general clearing of the browser history/data and cache.

Even if the cookie for a given site is removed, the first thing upon a revisit to that site is that it checks if its cookie is present, updates it if present and necessary, otherwise it writes a new cookie (or cookies).
