What is wrong with the screen? How much could it cost to fix?

You appear to have a screen hardware fault. If available, in lieu of repair, Apple might offer an out-of-warranty exchange of your iPad mini for a device of the same model and specification. The cost of an out-of-warranty exchange is c.60% of the “as new” price.
As your iPad mini is a very old model, repair/exchange is not likely to be an economic proposition. Given this cost, you would be best advised to consider replacement of the iPad with a new model.
