Storage is almost full, why?

There’s nothing on my iCloud drive and I have only 600 photos in my iCloud storage but the 5gb is full. Help me!

Icloud storage almost full even after deleting some photos and icloud drive 4.7 of my 5gb icloud storage is used up. I deleted some photos. I also have 1.2 gb of icloud drive being used so I turned offf icloud drive and even delete it but it is still also showing up in the little storage bar thing. So how can I get the storage thing to reflect the changes and deletions I made? Icloud storage almost full I am being told my icloud storage is almost full. because of pictures/videos. but i hae logged into icloud from computer downloaded them to my pc and deleted them from my account online but it still says my storage is full. I deleted all but maybe 50 photos from my icloud. ki used to have over 5000 pics/videos. i am out of ideas.
