Cannot change screen time passcode

i have iphone xs and ios 13.7. i forgot the screen time passcode. i tried changing the passcode once using apple id and it showed success. but now i cannot use my new passcode as it shows as failed attempt. i cannot change the passcode using apple id as that also shows as failed attempt. Anyone with the same problem ? is it ios 13.7 problem or something else.
