I backed up my phone,photos no longer on device?

The title says all, I purchased iCloud space as I’m upgrading my phone in two days and wanted to have a backup up to date for when I activate my new device. Now, my photos aren’t on my current phone… only visible via iCloud.com. Why?

Did you enable iCloud Photos on the device (Settings > Name > iCloud > Photos > turn on).
