How do I remove a debit card that has charges on it and is no longer active account

I have charge on a debit that is no longer active and I have iTunes and it won’t let me use why

“Has charges on it”? Does this mean you have some unsettled payments due? You won’t be able to do anything until you rectify this.

Once the account is settled, you may remove the old card and add a replacement.
