iCloud syncing contacts

I'm giving my old phone away and all my contacts are still synced on both phones. If I delete one contact off one phone, the other phone deletes it too. I already logged out of my apple id on my old phone and turned off the contacts switch in settings under iCloud. How do I make the two phones separate, so I can wipe and reset my old phone without it affecting my new phone?

You could sign out Apple ID and password from the old iPhone , if you uncheck the box of contacts they will be temporarily un synced , but remember click on don't keep a copy https://support.apple.com/en-in/HT208242

Rather follow this article https://support.apple.com/en-in/HT201351

The second new iPhone will be disconnected and will be still signed in with the Apple ID and and password .

Note : sign out process follow the rule from the device it is signed out , the second device will not be affected .
