Time Machine Backup

Currently running High Sierra on my iMac. But I bought a brand new MacBook Pro, I still want all the same programs/files/etc on it., just with newer OS obviously.

If I do a backup of my current iMac, will it change the new MacBook's OS to High Sierra as well?

I also have a Time Machine back up of my previous 24 inch early 2009 iMac that has was running El Capitan. Upgrading from macOS Catalina with a Time Machine backup I have macOS Catalina (10.15.7) on a late 2013 iMac and I have been warned I cannot upgrade this OS any further. I want to buy a new Mac before this one dies (again). I have a Time Machine backup on an external USB drive, but troubleshooting articles say these existing backups can only be used on macOS Catalina. How can I get my apps and files on my Time Machine backup to the new computer that will have a more recent operating system?

No it will not. I assume your new Mac has Catalina. If your old programs are 32 bit they will not work. If you use TM to restore your old files it will put all including your 32 bit apps but they will show as non compatible.
