Nobody on these boards can. Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.

Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
If you want to, you can send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
Buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account. See the Apple Support articles below for contact information.

It's there because the copyright holders don't allow cross-border sales where possible. Removing it would require Apple to keep track of the balance in each store individually, instead of a single amount.

I have the same problem. My balance is only $3.69. It’s ridiculous that the only way to switch regions is to spend money. This is either a bad design or Apple just wants people to spend more money.
