Can't update unpaired apple watch

Hi I have an apple watch the is updated to 5.3.8, but the current system is 6.whatever. I'm currently trying to pair my iPhone that is updated to 13.6.1. My issue is when I go to pair it must update, but the watch app says it's up to date, but theres no option to continue set up. On the regular watch page I do not have the option to go into general and delete any updates that were stored like how all the other people recommend to do. I have turned off my phone after the new update and hard reset the watch at the same time. Please help!

Watches with watchOS 5 or lower won’t pair to iPhone with iOS 13 -

The work around is to pair the watch to a phone still running iOS 12. While paired to iOS 12, you should be able to update the watch to the latest version of watchOS. After the update, unpair the watch and you should then be able to pair it to a phone running iOS 13.
