Family Sharing - Photos

My wife & I want to share our entire Photos collection [50k pics]. We are on family sharing and have 2TB of cloud space with plenty of memory remaining. But she can’t see all the Photos, only what we share in our shared album. What am I doing wrong? I read about 5000 Pic limit. Does that mean I would have to create 10 shared albums to make this work?
