Video won't play online and offline

I've run into an issue recently on my Macbook Pro where video won't play online and offline. The video frame will load but nothing will play past the initial frame. Restarting the machine fixes the issue and everything will be back to normal for a few hours, until it randomly happens again and I have to do another restart. Like I said this happens with online videos and videos saved on my drive that I try to play in VLC/Quicktime. Can anybody advice me how to troubleshoot this issue? What could be affecting both videos on the internet and saved locally?

Please check if you have same issue in safe mode.

Note: Safe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.
