The one who might have found my iPhone turned it off, is there any other way to locate my iPhone?

Can I still locate my iPhone if someone turned it off after finding it?

Your iPhone MUST have a working internet connection to report its location. If someone turns the iPhone off or prevents it from connecting to the internet then there is no way that the iPhone can report its location.
