zero photos on my MacBook shared album, all photos present on iPhone though

My shared albums on my mac photos say they have 0 photos in them, but there are many in there when I look on my iPhone. Every help I've tried to get says to click on iCloud and then the options button NEXT to Photos to turn on shared albums. But there is NO options button next to Photos? I'm so frustrated!!! How do I turn shared albums on and off? I see the album, but it is empty.

MacBook Air 13″, macOS 10.15

Shared albums are not visible on icloud.
