On what iphone model?

If it is a model 5S or a 6-6Plus, use this procedure to update it to the latest iOS version (now 12.4.8):--> Update your iPhone, iPad, or iPod touch – Apple Support

If it is an earlier model, you can't, because of hardware incompatibility.
