For some reason when someone tries to call me and if I am busy, they are not able to leave a voicemail, they get a message stating that my voicemail is turned off and they're unable to leave a message. I would like to turn this feature back on. Can someone please help?

Since VoiceMail is a specific carrier's service, contact your carrier and explain your problem.
