I am using iphone 6s 32gb, My iphone memory is 31gb full however I have Icloud package of 50gb where in I have used 20gb and 30gb space is free but I am still getting error message that iphone memory is full and am also not able to use or move the phone data to Icloud. Per my understanding buying 50gb Icloud pack makes total of 82gb memory but am not able to use it.

If you do not wish to continue seeing that message, then you will have to free up some space on your device for iCloud to work correctly as that's how iCloud works and was designed, i.e. it stores your data in the cloud whilst also storing a smaller footprint of that same data on the device.
iCloud storage is not the same as storage on your iPhone.
