Why does my iPhone backup require 25GB of space?

I’ve been paying for 50GB of space in the cloud. My iCloud reflects that photos take up 21GB. My iPad backup requires 5GB. For some reason, my iPhone backup requires 26GB. I think that includes a redundant 21GB for photos. Is there any way to fix this issue? I don’t want to delete the 21GB in photos currently represented in the iCloud but I want to be able to backup my iPhone.

Alright. Perhaps Apple’s devs could add a toggle to simply let me not “backup” my photos in addition to storing them in the iCloud. It feels very redundant to set the photos aside in their own little pocket of the iCloud and to also insist upon my including them in my backup. As it stands, I will go without a backup, in accordance with the intended design.
