Safari Menu bar Help not functioning?

While setting General System Preferences on a MacBook Air with OS 10.15.6, searched theSafari Help box with the words, "new tabs open with." A list of subjects appeared, none of which opened when clicked on. How can they all be non-responsive?



I'm trying to get Safari windows to open with Google homepage and all my Favorite tabs across the top. Yet no matter which option is chosen under "new tabs open with" Google homepage does not appear. Instead, the system opens the first Favorites tab. How can this be resolved?
