iPad mini generation 3

I’ve been having issue trying to download simple application (ex YouTube, Netflix , Hulu and etc) its been saying that my iPad is “not compatible for this iPad”. I checked the software update iOS 9.3.5. Can someone help me ?

If you have an iPad Mini 3, you should be able to update your device to 12.4.8..

Update your iPhone, iPad, or iPod touch - Apple Support

After following the instructions in that link, if you don't see an update available, go to Settings > General > About and let me know what the model number is for confirmation.

Sounds like you have an iPad mini 1st generation and not generation 3.

iPad mini 1 cannot update past iOS 9.3.5/ iOS 9.3.6 for cellular models.

Tell us what you see in Settings > General > About > Model > tap here to see the number starting with A????

We can tell you then whether you can update iOS at all.
