I’m paying 2.99 for 200GB but it keeps telling I have low storage

You are paying for iCloud storage. That is very different from iPhone storage, which cannot be increased.

iCloud storage is independent of iPhone storage. If you need more space on your phone, you will need to delete something.
So I even if I pay for iCloud I have to delete stuff of my phone ?
