Streaming Music on Apple Watch

Can a series 3 Apple Watch, stream downloaded Spotify music when away from iPhone using GPS? Or does the Apple Watch need to have a cellular plan to stream downloaded music?

Downloading music from Spotify to Apple watch I am looking to get an apple watch that I can download music to so that I can listen to music when I go on a run without bringing my phone. I saw that recently a feature was added to let you download music from spotify. I am wondering what kind of Apple Watch I need to buy in order for this feature to work? Does it need to have cellular?
