No.
iCloud storage is for backup and syncing only.
If you delete any photos, those photos will also be deleted in every devices that use the same Apple ID.
This is how syncing works.
Best you save photos onto your computer before deleting.
There is no way to accomplish that using iCloud.
You can, however, look into Google Photos app which does EXACTLY what you are asking for. Look and read about this app. See whether it fits your requirements.
