One thing you can do is keep checking the Apple Refurbished Store for the 2018 Pro models. There aren't any listed today, but that can change on a daily basis. You get a full one year warranty and you can even add AppleCare+ to one.

Check this link regularly and if the model you want is listed, buy it online as they don't last long at the reduced prices they go for and they are virtually indistinguishable from brand new --> https://www.apple.com/shop/refurbished/ipad

Probably not at an apple store but other retailers may have one. Amazon or Best Buy are authorized resellers.
