I have a challenge, having "optimized storage" option on (upload photos in the iCloud), I still have 13GB of data on my phone. I have not enough space and I would like to upload all photos into the iCloud. Is there way to force this?
You cannot store all of your photos in iCloud in order to remove them from the phone. iCloud is a syncing service, not off device storage.

I believe that’s how it is supposed to work. The full resolution photos are stored in iCloud and the lower resolution photos save space on your device. Hence the optimized storage.
