What is the iPad plugged into for charging?

If its completely depleted it can take a while to recharge, at least 30 minutes, before it can turn on successfully.

If its been charging for more than that and it sill won't turn on, its possible the battery has failed and can no longer hold a charge and would need to be replaced.
