Touch ID is not a replacement for a password, it’s a mechanism that reduces the frequency when password input is required.
For details on Touch ID and Face ID, see page 11 and following in this Apple document:

If you haven’t used the phone for more than 12 hours, or if it was powered off or just updated, you must enter the passcode to reënable Touch ID. If you don’t remember the passcode you will have to reset the phone to factory settings. See:If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
There are many possible reasons.
Since you told us absolutely nothing about your scenario, we have no idea what applies in your current situation.
If you mean to unlock your phone if the phone has been restarted, or hasn’t been unlocked for a longish period of time the passcode is required.
If this doesn’t answer your question please provide more details about when your fingerprint doesn’t work.

Enter your password once, and see if Touch ID then works.
If Touch ID does not then work...
It is possible that you’ll need to retrain the Touch ID sensor, assuming there’s not an issue with the sensor.
Whether that because of changes to your finger, or due to issues or changes within the sensor.
Now if you’ve forgotten your passcode, that can be reset.
This is the issue
And before this page there has been another page which just vanishing and quickly disappearing faster wherein unable to read it properly.
Has your screen been replaced by someone other than Apple? If so that permanently disabled Touch ID.
