The Apple TV app on smart TVs does not have access to the Apple tvOS App Store. You will have to get other apps from the App Store that you TV manufacturer provides.
The Apple TV app on smart TVs is not a full replacement of the Apple TV set-top box, which has much more functionality than just the TV app.
