You cannot. iPhone storage doesn't change in that you cannot increase it. You can do things to decrease how much it is used up though -- About storage on your device and in iCloud - Apple Support.

Your "phone memory" (local device storage) is separate from your iCloud storage.


(It's like separate hard-drives.)


That being said, there are a number of settings you can adjust that will change default storage, for many apps, to use iCloud, rather than local storage, and other changes to help decrease your use of local storage.
