how do I completely clear my icloud storage so that I can receive emails on my icloud account

I have an old icloud email I need to log into but it says that my storage is full. I do not use this icloud log in for my phone etc anymore and would like to clear all my storage in order to receive new emails from icloud account

Make sure you have iCloud syncing turned off on all your devices/computers. Then go to iCloud.com using a computer browser and delete the data that is there. While in each app, after deleting the data, check for a Recently Deleted album, a Recently Deleted folder, or a Recently Deleted. Empty the data from there. Then go to Account Settings and at the bottom left under Advanced, see if there are any files/data there. Delete that.
