If your main concern is about lack of available storage space on your iPhone, then the best is to activate “Optimise iPhone Storage”:
Settings > Photos > Optimise iPhone storage > ON
All your pictures and videos will stay safely stored in iCloud, yet based on the available storage space on your iPhone, local pictures and videos will be resized to a lower resolution.
