Is there an option to pay for icloud storage yearly instead of monthly?

It is so annoying to have a monthly charge for $10.00 on a Credit Card. I am not looking for a discount, just the availability to pay it full for a year.

No, unless you use iTunes Store gift cards to prepay the charges.
