Iphone not starting

iPhone not starting. Have tried to restore to Factory setup. Still no luck.

Have you Considered a New Battery?:

If not, you may want to get one. If you have no coverage, then use a third-party for the replacement - perhaps a local Retailer. If your iPhone is covered by AppleCare, then contact Apple Support.
