You can get High Sierra from the following link,

Open Safari do not use Firefox,

Now you have the link have a look at Section 1 and you will see that only Mac Pros from 2010

can upgrade to High Sierra.

Your 2009 Mac Pro can only officially upgrade to El Capitan.
