My computer tells me to restart my computer to download the upgrade. When I restart it, it tells me to restart it. Ive restarted this 5 times and nothing. What do I do?

To what upgrade are you referring? You are running Catalina which is the current macOS version. The next upgrade to macOS has not been released. If you meant some other upgrade, then please be specific.
