If your payment method is declined in the App Store or iTunes Store

"To resolve this, add a new payment method or update the billing information for your current payment method. Your unpaid balance will be charged. Then you can make other purchases and update your apps, including free apps."

With Many Failed Attempts:

Contact your Financial Institution (i.e. Bank)


Your Bank is probably seeing this as a scam of sorts, having performed so many failed attempts. So, contact your Financial Institution (i.e. Bank) and inform them that what is going on is here official.
