Time Machine - MacBook pro

Just connected a new external drive for my back-ups as my old one was full. It was 500gb. New is 2tb. However the time machine says that it only has 172gb to back-up. My storage says 250gb full. I am concerned that I am not fully backed-up and will be in trouble if I need to reload my Mac hard drive. Am I doing something wrong?

Make sure when you click Options... that nothing is being excluded apart from other attached drives.

If nothing is set to be excluded, Time Machine will back-up everything it needs to. The size may look odd because it doesn't backup needed files like Caches.
