can i use an apple watch with an iphone that does not have cellular service connected

My daughter wants an apple Watch 3. We are not yet getting her a phone. We have an iPhone 7 that does not have cellular but will have her apple ID and wifi. Can the watch be setup using that account?

Can the Apple Watch be used without an iPhone? I would like to buy my daughter a watch to phone from and receive messages but mainly for tracking. I know I need to buy a cellular connection with this. I do not want to buy her a phone too. Would this work? We have other Apple devices in the house that we could use to set it up with but I wouldn't want message/calls for me to go through to her watch. Can anyone advise? [Re-Titled by Moderator]

Yes.

This assuming that you do not want a Watch that can use cellular. This if GPS+Cellular was purchased.

The Watch operates in conjunction with the paired iPhone, when in range. This to reduce battery usage on the Watch.

Watch and iPhone must be the same Apple ID.

Check directly with Apple to confirm this, when you purchase.
