Moving the Menu Bar

I just added an HP monitor to my MacBook Air. Everything works fine, but I can't relocate the menu bar to the second display, even though Apple says I should be able to just drag it there.

System Preferences > Displays > Arrangement tab, that’s where you can drag the menu bar.
