GPS signal not found (11)

I keep get the GPS signal not found whilst trying to play pokemon go on iphone XR. I have tried resetting location services numerous times. Any suggestions how to fix this.

GPS only works out-of-doors with a clear view of the sky. It is supplemented where GPS signals are not available by triangulating on the locations of known Wi-Fi networks, so Wi-Fi must be on under these conditions.
