I removed an iPad from my iCloud to give it away. Now I noticed my iPad is locked, how can add it again to my account from my Mac or another iPad of mine ?

If you are seeing an Activation Lock,  if you are the original owner, contact Apple. Apple can remove the Activation Lock if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)

It sounds like you induced activation lock yourself. See Turn off Activation Lock https://support.apple.com/en-us/HT201441

Since you apparently are the original owner: If you have iOS 11 or later and your account is protected with two-factor authentication, use get help with a forgotten passcode or disabled device to recover your passcode. Otherwise, use forgot your Apple ID or your Apple ID password to recover the needed credential(s). If you can’t recover the needed credential(s), contact Apple Support and present your original purchase receipt for your device from an authorized Apple seller with the device’s serial number on it. You’ll need a photo ID too.If you can do neither, then the device is useless to you.

Thanks, but I cannot sign in from the iPad in question since it is blocked and it will not take my apple ID credentials. the iPad is locked right after the "Hello" initial page.

Ive tried my xxxxxxx@iCloud.com, and my xxxxxxxx@me.com. I can log in to my account separately from another device, but once in I do not get an option to add the device from another device.
