I bought more iCloud storage and i am still getting notifications that say I do not have enough space, why?

It sounds to me like your device is running out of storage. Buying "more iCloud storage" will not increase storage on your device. About storage on your device and in iCloud - Apple Support explains how to free up storage on your device.
