I have iOS 10.3.3, how can I get the most recent version for iPad or do I need to get a newer iPad to get the latest operating system?

You need a newer device to get the latest operating system.
If your budget allows I’d recommend the ipad 7, which is the newest. The main reason for that is that it will have the longest compatibility life span. I have a 6th gen ipad which should also do pretty good, but to buy those you’ll be getting a used device.
