The App Store is preinstalled on your Apple TV 4K. Launch it and search/download the Netflix app. If you want to subscribe to Netflix you'll need to go to their website, establish an account, select which plan you want to subscribe to, enter payment information, then go back to the Apple TV and login to the Netflix app.
