How to get downloaded music from PC to cloud or at the least Apple phone? Help...

First (if you have not already) you should install iTunes on your PC. See the "If you have a PC" section in:

Update to the latest version of iTunes - Apple Support

Then:

Import media from a computer to iTunes on PC - Apple Support

And finally:

Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support
