High Sierra no longer available in App Store? Where can I download this for an older mac that will not support a newer OS?

Where can I download High Sierra to create a bootable drive for a late 2009 imac?

iMac 21.5″, macOS 10.13

Install command doesn't work for High Sierra, the App Store will not download the installer. Why can't I download High Sierra from the App Store anymore? I can't do a fresh install on an old iMac that I have that had the hdd die on it. And since I can't download HS from the App Store, I can't create a usb installer to boot from. Why Apple??

cannot download macOS High Sierra 10.13 I want to make a startup disk from MBP with touchbar for old iMac 2011, but cannot download from the App Store (via https://support.apple.com/ko-kr/HT201372). Where else, if this is not the right place?
