can't copy songs from itunes on windows to iphone 7

I added a folder containing albums to itunes library on windows 10, then tried to drag them to iphone 7. Result was:

Some of the items in the itunes library.....were not copied to the iphone......because they are not on this computer. You must download items from your icloud music library before they can be copied to your iphone.

This has worked before. Don't know why it's not working now. In settings --> music, sync library is turned off. IOS is 13.5.1.

How do I resolve this?

I think the problem arose after I had unsuccessfully tried to drag a song that failed to copy to iphone initially, then tried deleting the entire album from the itunes library and iphone, re-added it to the library, after which I could no longer drag and drop to iphone.

Anyway I got it working now. Had to first "remove download", then "download" (from icloud, I guess) the albums I wanted to copy to iphone. Then I could drag and drop them to the iphone.
