How can I uninstall and reinstall the safari app?

You cannot. One of only few apps that cannot be simply deleted.
Why do you want to do this? What’s the issue with Safari that you would like to do this.
That is cached data by Safari app. There is no need for you to do anything as iOS purges cached data automatically when disk space used by it is needed by system or other app.
Is your iPhone low on disk space? If you don’t get prompts that your device is low on free space then you are all good.

I'm good on space. I clear it and it says it's still there still. But you are saying technically it's not there?

It is on my iPad. Not sure if that matters. 6th Gen
