Folder with a ? Mark on start up

I have a Apple MacBook Pro and when I try to start it up a folder comes up with a question mark in the middle of it. Please tell me how to fix this it’s driving me crazy. I bought it used and I think it’s a nightmare already

"A folder with a 'flashing question mark' means that your startup disk is

no longer available or doesn't contain a working Mac operating system."
