Boot loop problem

Apple logo comes and disappears. I-tunes is not detecting my device to do restore/update. I have been to apple service center and they said- we cannot do anything because it’s not getting detected in itunes. They are charging 1.2x to get it exchanged for a newer one. I bought this ipad 4 years back. Does it make sense??
